User Guide


: Groups or individuals wishing to rent and use rooms within the Ichihara Children’s Future Hall (we-hall) (hereinafter referred to as “we-hall”) must complete user registration (obtaining a new user ID for the Ichihara City Public Facility Reservation System or granting facility usage permissions to an existing ID) during the administrative office hours at the hall’s main reception desk.
 Please note that we may decline your request depending on the nature of your use, or additional fees may apply even if the facility is available. Please ensure you understand the rental conditions before making a reservation. You can complete a preliminary user registration via the Ichihara City Public Facility Reservation System

. However, the
initial registration (full registration) must be completed in person at the front desk using a paper application.

*User registrations from the former Ichihara City Labor Hall (You Hall) will not be carried over. Please complete the user registration process at the Ichihara Children’s Future Museum

*The following documents are required for user registration. (The procedure is the same as for community centers and similar facilities.)

Group Registration Member List *The member list must include all members, including the representative and contact person listed on the application form.
 *For addresses listed on the Member List, it is sufficient to include only the town name (e.g., “Kōshū, Ichihara City”); the street number may be omitted.
3) Identification
documents for the representative or contact person listed on the application form, or for any person listed on the Member List who comes to the counter. 4) A consent form from a parent or guardian (*) is required for the registration of minors. (*Parent or a supervisor aged 18 or older.)
*On the day of facility use, minors cannot use the facility unless accompanied by a parent or guardian.

1. Available Hours

Available from 9:00 AM to 9:00 PM in one-hour increments (excluding closed days)

*1: For users starting at 9:00 AM, on-site procedures such as fee payment will begin at 8:55 AM. The administrative
office hours at the We Hall General Reception are from 9:00 AM to 8:00 PM. Please note that the facility’s opening hours differ from the reception office hours. For those using the facility starting at 9:00 AM, even if you arrive when the facility opens, please wait until the reception office opens to complete your registration. We appreciate your understanding.

*2 The usage time is calculated until all users have vacated the premises and returned the keys (usage completion report) by the end of the reserved time. This
includes time required for venue setup (moving tables and chairs, preparing the reception area, stage setup, lighting checks, sound checks, etc.), as well as time needed for the entry and exit of guests (invitees, participants, etc.) and restoring the venue to its original condition. Please make your reservation with ample time to spare.

※3 There may be no interval between reservations (the time gap between the end of one reservation and the start of the next). Since
reservations for venues other than the multipurpose hall can be made through the public facility reservation system, there may be no interval between reservations. Please ensure that “all attendees have vacated the premises” within the reserved time so that the next reservation can begin on schedule.

2. Reservation Method

Reservations for the following month open on the 1st of each month (except for the front desk, which begins accepting reservations on the 4th in January only).

【 Booking Period 】
Japanese-style rooms, multipurpose rooms, and gyms can be booked starting on the 1st of the month prior to the intended use date. For example
, if you wish to use the facilities in July, booking opens on June 1st. You can check
availability and make reservations via the Public Facility Reservation System, by phone, or at the front desk (priority is given to the reservation system).

If you wish to reserve and use a facility that is available on the same day, reservations can only be made in person or by phone.

The Multipurpose Hall can be reserved starting on the 1st day of the
month three months prior to the date of use. For example, if you wish to use it in September, reservations open on June 1. For the Multipurpose Hall
, depending on the details of your reservation, certain equipment may need to be set up; therefore, we will confirm the specifics of your reservation before processing it. Reservations are accepted only at the front desk or by phone.
Additionally, a coordination meeting must be held at least one month prior to the date of use after the reservation is made.

3. Information on Registration for Child-Rearing Organizations (Registered Organizations) Eligible for Free Use of Ichihara Children’s Future Hall Facilities


Eligible Organizations and Activities

At we-Hall, the following seven activities are designated as “use to support the healthy growth of children,” and usage fees are waived (exempted) only for these cases. If you wish to use the facilities for these activities, you must apply for group registration in advance at the we-Hall General Reception (registration as a user of the Ichihara City Public Facility Reservation System is also required).
* “Children” refers to individuals who are under 18 years of age as of the first March 31 following their 18th birthday.
* Please note that the review process for usage approval may take some time.

parenting support ⑥ Creating an environment for the healthy
development of the community ⑦ Training volunteers and supporting their activities

Activities conducted for profit are not included in the above usage (e.g., learning activities involving advertising or sales; meetings, training sessions, briefings, product exhibitions, sales, or tastings conducted by private companies; venues for daily activities such as cram schools, various classes, or tests run by private businesses; and presentations of learning achievements such as piano or ballet recitals).

Registration Requirements for Registered Organizations

① The group must consist of five or more members, and the representative must be an adult.
② Operational discipline must be established through bylaws or similar documents,
and the group’s name must include terms related to child-rearing. ③ The group must have an activity plan and a track record of child-rearing-related activities (for at least six months).

For new organizations, the activity plan must be well-developed.
④ Since activities supporting children’s healthy growth are not intended to be for-profit, the organization must have its own independent funding sources and accounting system for its activities.

* Applications must be for activities benefiting children residing in Ichihara City. In addition to meeting the registration requirements listed in items ① through ④ above, we will conduct a comprehensive review to determine whether the group’s composition and nature of activities align with the objectives of this program.

Documents Required for Registration

Ichihara Children’s Future Museum Registered User Group Certificate (Registration Certificate)

If the application is deemed appropriate following a review of the documents, an “Ichihara Children’s Future Museum User Group Registration Certificate” will be issued.

This registration certificate is required each time the facility is used and is valid until the end of June of the following year.

Facility Reservation and Usage Procedures for Registered Groups

Registered groups may make reservations (hereinafter referred to as “advance arrangements”) for periods within the applicable fiscal year. Reservations
for periods overlapping with those available to general users can be made via the reservation system; however, if you wish to use the facility outside of the reservation period, please apply in person at the front desk or by phone (there are no special provisions for registered groups within the reservation system).
(*Please note that reservations for the Multipurpose Hall must be made exclusively in person at the front desk or by phone.)

On the day of use, please remember to bring your “Ichihara Children’s Future Museum Registered Group Registration Form” (Registered Group ID) and present it at the We Hall General Reception Desk.

For other reservations, please refer to the section below titled “Advance Coordination for Registered Group Reservations.”

Response to Violations

As the facility is intended to support the healthy development of children under 18, staff will conduct regular patrols to ensure usage aligns with this purpose. If any violation is suspected, staff will approach you to address the issue. If the situation is not rectified by the next reservation, your group registration will be revoked. Please be aware of this policy in advance.


If your group is already registered, you can coordinate facility usage earlier than with standard reservations. Please contact the We-Hall General Reception desk directly or by phone.

4. Payment Methods, Deadlines, and Refunds for Facility Usage Fees               

Payment must be made in cash only.

Payment by the start of use on the day of use (Applicable facilities: Japanese-style room, multipurpose room, gymnasium) Please complete
payment by the “start time of use” on the day of use (For example, if use begins at 9:00 AM, check-in will begin at 8:55 AM). Payment may also be made up to the day before use.

Payment by one month prior to the date of use (Applicable
facilities: Multipurpose Hall) Please complete payment by “one month prior to the date of use.” However, a consultation regarding the use of the
Multipurpose Hall is required before payment is accepted. (This includes whether the stage will be used and how, whether electric seating will be used, use of lighting equipment, use of sound equipment, and any other equipment you wish to use.)

As a general rule, usage fees that have been paid will not be refunded. If
you cancel a reservation for personal reasons, we cannot refund the usage fee you have already paid. However, if we determine that there are reasons not attributable to you or other valid grounds, we will refund all or part of the usage fee.

Facility reservations and use at we-Hall are subject to the penalty system applicable to reservations of Ichihara City public facilities.

Regarding Reduction or Exemption of Usage Fees (Excerpted and supplemented from the Enforcement Regulations of the Ordinance Concerning the Establishment and Management of the Ichihara Children’s Future Hall)
Article 14: When reducing or exempting usage fees pursuant to the provisions of Article 12, Paragraph 1 of the Ordinance, such reduction or exemption shall apply only if any of the following items applies; the amount of the usage fee to be reduced or exempted pursuant to the provisions of the same Article shall be the amount specified in the respective items below, according to the categories listed here.
(1) When the City uses the facility for the performance of its duties: Full amount
(2) When the national government or prefectural government uses the facility for administratively necessary events, etc.: Full
amount (3) When a person who has been issued a Physical Disability Certificate as prescribed in Article 15, Paragraph 4 of the Act on Welfare of Persons with Physical Disabilities (Act No. 283 of 1949) uses the facility, or when a person currently providing care for such a person uses the facility: Full amount
(4) When used by a person who has been issued a Rehabilitation Handbook by the Governor based on an assessment by a Child Guidance Center as prescribed in Article 12, Paragraph 1 of the Child Welfare Act (Act No. 164 of 1947) or a Rehabilitation Guidance Center for Persons with Intellectual Disabilities as prescribed in Article 12, Paragraph 1 of the Act on Welfare for Persons with Intellectual Disabilities (Act No. 37 of 1960), or by a person currently providing care for such an individual: Full amount
(5) When used by a person (individual) who has been issued a Mental Health and Welfare Handbook for Persons with Mental Disabilities as prescribed in Article 45, Paragraph 1 of the Act on Mental Health and Welfare of Persons with Mental Disabilities (Act No. 123 of 1950), and by a person currently providing care for that individual (caregiver): Full amount
(6) When a group consisting primarily of the persons listed in the preceding three items (where handbook holders constitute more than half of the users) uses the service: Full amount 2

Any person seeking a reduction or exemption from usage fees pursuant to the provisions of Article 12, Paragraph 1 or Paragraph 2 of the Ordinance must submit an Application for Permission to Use and for Reduction or Exemption to the designated administrator.However, for persons listed in Items 3 through 5 of the preceding paragraph, presentation of the respective certificates listed in those items may be substituted for the submission of the application form. *The certificates
listed in each item will be verified at the General Reception Desk on the day of use.
*For usage under (6), it is a condition that the number of certificate holders constitutes at least half of the group size, excluding caregivers. There is no distinction based on the facility usage registration categories of “Individual” or “Group.” “All users on the day of the reservation” are considered the “group size.”
